Recent data from the Office for National Statistics’ Index of Private Housing Rental Prices for January 2024 reveals notable increases in annual private rental prices across England, Wales, and Scotland. England witnessed a 6.1% rise, while Wales and Scotland saw increases of 7% and 6.8%, respectively, over the past year.

In response to these developments, Propertymark continues to champion initiatives aimed at easing the tax obligations on landlords within the rental market.

In discussions with stakeholders, including a student landlord, Propertymark highlights the challenges posed by taxes on landlords' operational viability. A common sentiment expressed is the growing tax burden, which appears to translate into higher rents as landlords seek to offset rising tax liabilities.

A private landlord, speaking anonymously, emphasizes the political scrutiny faced by landlords and the fatigue from being unfairly blamed for rent increases. They stress the importance of governmental support, particularly through tax relief or relaxed thresholds, to sustain the sector.

Moreover, the landlord underscores the positive role played by landlords in the housing supply chain, calling for a shift in the prevailing narrative to recognize their contribution. However, they note a prevailing bias towards tenants' concerns in the media and government discourse.

The negative portrayal of landlords, as highlighted by a 2023 study citing a 2017 YouGov survey, reinforces stereotypes associating them with traits such as greed and difficulty. Landlords interviewed express frustration with the media's focus on negative stories.

Despite the challenges and negative perceptions, neither of the landlords engaged by Propertymark express plans to downsize their portfolios. However, the long-term sustainability of the rental market depends on government initiatives to encourage growth. Failure to do so risks further reducing landlord participation, potentially leading to higher rental costs for tenants.
